How many shards from level 1 to 20 or 30?

Level 1 to 20 costs 1,080 upgrade shards (1,130 including unlock). Level 1 to 30 costs 2,830 upgrade shards (2,880 including unlock). Level 20 to 30 alone needs another 1,750 shards.

Which exclusive weapon level should I target first?

Most players target level 20 first — it is the competitive baseline and the Exclusive Weapon prerequisite for Hero Awakening. Pushing 20 to 30 is much more expensive per step.
