Do SSR and SR skills cost less than UR?

Yes. SSR costs about 90% of UR (199,800 medals for 1→30). SR costs about 80% of UR (177,600 medals for 1→30). SSR and SR skills cap at level 30.

Are skill medals refunded when promoting to UR?

Yes. When a hero is promoted to UR, previously spent skill medals are refunded. If you plan to promote soon, avoid heavy SSR skill investment you will redo at UR costs.
